ONE compiled Rust core (Path B) that reproduces the shipped TypeScript SDK's decisions, bound to Ruby via a stdlib Fiddle FFI. Fully local; fails closed on malformed input (G001). The engine ships as compiled machine code (closed); the Ruby is thin FFI plumbing only.
